Subcommittee Examines GSA Contracting Opportunities for Small Business

Small Business Subcommittee on Contracting and Workforce, under the
Chairmanship of Rep. Mick Mulvaney (R-SC), today held a hearing on contracting
issues and opportunities for small businesses within the General Services
Administration (GSA).



Specifically, the Subcommittee focused on GSA’s Multiple Award Schedules
Program. Under this program, GSA establishes long-term government-wide
contracts with commercial companies to provide access to millions of commercial
products and services. GSA Schedules are faster and easier contracting vehicles
for agencies to use and account for approximately $50 billion in federal
contracts each year. Given this volume, it is important that small firms have a
fair opportunity to compete for work on the Schedules. 



“Our Committee is devoted to making sure that small businesses have every
opportunity to compete for government contracts,” said Chairman Mulvaney.
“Small businesses need to be protected against proposed GSA changes that would
preclude them from competing for $50 billion a year in federal contracts for
commercial items and services.  Unlike their larger counterparts, small
firms don’t have the resources to fight bureaucratic impediments and
unjustified bundling. This hearing provided a valuable forum to examine how
programs intended to protect opportunities for small business competition, such
as voluntary set-asides on Schedules and compliance with the Brooks Act, are
actually being implemented.”
