&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;b&gt;Chairman Roger Williams’ opening statement as prepared for delivery:&lt;/b&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Welcome to today’s hearing, “AI on Main Street: How AI is Shaping the Future of Small Business.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;I want to thank our witnesses for joining us today.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Artificial intelligence has quickly transitioned from novelty to an indispensable business tool for Main Street businesses across the country.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;AI is streamlining administrative tasks that once required significant time and resources, and it is allowing small businesses to focus on growth instead of paperwork. Small businesses are using AI to respond quickly to customers, manage inventory, strengthen cybersecurity, and automate routine paperwork. As a small business owner myself, I have seen the difference these tools can make — and I know firsthand how much of that burden falls on the owner.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Artificial intelligence is no longer something reserved for big tech companies and Fortune 500 boardrooms. Today, nearly three-quarters of small businesses are using AI in some form. That is more than triple the share from just three years ago. Small businesses are closing the technology gap with big corporations faster than in any prior wave of innovation.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Importantly, early data is showing that AI’s rise is not coming at the expense of workers. In fact, eighty-two percent of small businesses using AI grew their workforce over the past year.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Of course, real barriers to broader AI adoption remain. Many owners tell us they simply don't know where to start, that they worry about costs, or that they are unsure how to keep their data secure.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;But one of the biggest barriers is one Washington created: uncertainty.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;The Biden-Harris Administration took a heavy-handed approach to AI. On October 30, 2023, they released an Executive Order imposing sweeping regulatory requirements and compliance burdens that threatened to smother AI innovation before small businesses ever got the chance to benefit from it.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;We only need to look across the Atlantic to see where that road leads.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Europe chose to regulate first and innovate later, and today, their small businesses are falling behind. The United States cannot make the same mistake.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Thankfully, the Trump Administration reversed course. They rescinded the Biden approach and replaced it with a pro-innovation strategy through Executive Order 14179 and America's AI Action Plan — clearing away red tape so that AI tools can be adopted with confidence.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;The SBA is doing its part too by expanding access to AI through its new Main Street AI Accelerator Program.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;And of course, this Committee has led the way with bipartisan legislation, such as the AI Wise Act, the AI for Main Street Act, and the SBA Artificial Intelligence Utilization Act of 2026. Together, these bipartisan bills ensure that entrepreneurs have access to practical AI and that barriers to AI adoption are reduced. Our goal is to make sure every small business and entrepreneur has the opportunity to succeed in the emerging age of AI.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;When small businesses have the tools, training, and freedom to innovate, they will out-compete, out-build, and out-hire anyone in the world — and our economy will be stronger because of it.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;I want to thank our witnesses again for joining us today. I look forward to the conversation ahead.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;

      <title>Committee on Small Business Holds Hearing to Highlight How AI is Shaping the Future of Small Business</title>
      <description>&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;b&gt;WASHINGTON, D.C. – &lt;/b&gt;Today, Congressman Roger Williams (R-TX), Chairman of the House Committee on Small Business, held a hearing titled&lt;i&gt; “AI on Main Street: How AI is Shaping the Future of Small Business” &lt;/i&gt;to explore how artificial intelligence (AI) is transforming small business operations, boosting productivity and competitiveness, and expanding economic opportunity. It also examined the challenges small businesses encounter when adopting AI, as well as the programs designed to support the understanding and implementation of these technologies.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;"Artificial intelligence is rapidly becoming one of the most valuable tools available to small business owners," &lt;/i&gt;&lt;b&gt;said Chairman Williams.&lt;/b&gt;&lt;i&gt; "From streamlining product sourcing to improving inventory management, AI is helping entrepreneurs spend less time on routine tasks and more time growing their businesses and serving their customers. But for many small businesses, the greatest challenge isn't access to AI—it's having the training and knowledge to use it effectively. That's why this Committee and the Small Business Administration are working to expand the resources and educational opportunities Main Street needs to adopt AI with confidence, while ensuring unnecessary red tape doesn't stand in the way of innovation."&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;b&gt;Below are some key excerpts from today’s hearing:&lt;/b&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;b&gt;Chairman Williams: &lt;/b&gt;&lt;i&gt;“Mr. Crenshaw, research shows that nearly three-quarters of small businesses are now using AI, but that headline number surely hides a lot of variation. My question is: how representative is that data across different sectors and regions? And what separates the small businesses that are successfully adopting AI from the ones falling behind?” &lt;/i&gt;&lt;b&gt;Mr. Crenshaw: &lt;/b&gt;&lt;i&gt;“As we look at the data, 58% of small businesses, according to our survey nationwide, are using generative artificial intelligence. Now, if you look at the higher adopters, that tends to be smaller tech firms; that’s around 70% adoption rates at that point. For entertainment companies that are smaller, it’s 65%, but then when you dig down in the numbers, you still have about half of retailers, restaurants, traditional brick-and-mortar companies who are using generative artificial intelligence to grow and thrive. In fact, I had a chance to talk with the owner of a skin care company in the Coachella Valley, who has used generative AI to cut costs by sourcing products from places with lower tariffs or lower inflation-driven costs, so she doesn’t have to pass those costs on to consumers. And so, it really is a mix of the types of companies using this across all sectors. But at the same time, what we have found is that the companies that are not using generative artificial intelligence - about a third are worried about the regulatory uncertainty that’s out there. About one in five believe they can’t find properly trained workers at this point to actually use generative AI and make it work for them. And then another third are still not sure how it will work for their business. It’s one of the reasons why it’s so critically important that we establish clear national frameworks in the regulatory side like the Secure Data Act on data privacy, create a national AI framework that’s workable, and we also have training programs in place that, like the AI for Main Street Act and AI-WISE Act, that help small businesses really get their head around how to use AI responsibly.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;b&gt;Rep. Van Duyne: &lt;/b&gt;&lt;i&gt;“Mr. Hoang, in your testimony you discussed the importance of both proprietary and open models to small businesses, including the importance of open models due to cost. Can you expand on the current state of the closed and open model ecosystem and how small businesses use both types to operate and build their businesses?” &lt;/i&gt;&lt;b&gt;Mr. Hoang: &lt;/b&gt;&lt;i&gt;“To be clear, I'm neither pro-open nor anti-open nor pro-closed...I believe in choice. Choice provides competition; it gives consumers the opportunity to use the best models. We obviously are familiar with the closed models that are cutting on the frontier edge. There are also several open models that are very close. They’re driving down the cost to access these capabilities. I built my platform on this idea of choice. You can choose what models you want to use and collaboration, so you can get the best of models working together. I think we need more competition. The sense of more access to both closed and open models, so consumers can let competition do what it does best, which is produce the best products and services for America.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;b&gt;Rep. Bresnahan:&lt;i&gt; &lt;/i&gt;&lt;/b&gt;&lt;i&gt;“My question would be, at what point did you decide to take the initiative to start looking at different AI implementations? And something that I hear from a lot of small businesses, and coming from a small business background, was sometimes, you know, the local plumber, heating contractor doesn’t even know where to begin. So, at what point for you in your business did you decide that hey, for us to scale, in order for us to grow, we need to be thinking outside the box and finding ways to implement some sort of AI technology?” &lt;/i&gt;&lt;b&gt;Mr. Qaiyum:&lt;i&gt; &lt;/i&gt;&lt;/b&gt;&lt;i&gt;"Thank you for the question. I came to retail and small business, this industry, through the dot-com rise in the nineties. I’ve always been into technology, and I may be a bit rare in that sense: I view it as part of my role in the business to stay ahead of the technology curve. So, I’ve been following it for at least a few years now, and I’ve been the person testing it out on the weekends and at night to see what it could do, then bringing it to the team and saying, ‘Look at this.’ So, I feel like, for me, I happen to be personally interested in it, but I know that that’s not most of my small business friends, the other business owners on the block. I think we do need support in that sense.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“I hear it when I talk to people back home in Weatherford, Texas. This past May, our economy added 172,000 jobs — more than twice what the so-called experts predicted, and unemployment held steady at 4.3%. That made for the best three-month hiring run we've seen in over two years. It didn’t happen by luck; it happened because of less government, allowing small businesses to do what they do best — create jobs!”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“Recently, the U.S. Chamber of Commerce took a hard look at the data and found that small businesses have accounted for about 78% of all hiring in this country since 2001. Lately, it's even more.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“Since early last year, small businesses have created roughly 4 million jobs a month and more than three-quarters of all new job openings. If you're looking for your next opportunity, odds are it's waiting for you on Main Street.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“Thanks to congressional Republicans and &lt;/i&gt;&lt;a data-cke-saved-href="https://www.foxnews.com/category/person/donald-trump" href="https://www.foxnews.com/category/person/donald-trump" target="_blank"&gt;&lt;i&gt;President Donald Trump&lt;/i&gt;&lt;/a&gt;&lt;i&gt;, a big part of that growth is attributable to one thing: the Working Families Tax Cuts.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;

Instead of costing taxpayers more of their hard-earned money, the Working Families Tax Cuts put it right back into their pockets.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“This past filing season, 97% of filers got a tax cut, and most of that relief went to Americans earning under $100,000. We delivered key priorities: no tax on tips, no tax on overtime, and a doubled Child Tax Credit benefiting nearly 40 million families. Thanks to the leadership of President Trump and my Republican colleagues, we provided real relief to hardworking American families when they needed it most.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Time and again, their stories have reflected the same qualities that have defined America for the apast 250 years: hard work, innovation, and resilience in the pursuit of opportunity. As we reflect on our nation’s history, it’s clear that any American story would be incomplete without recognizing the role of small businesses entrepreneurs. &lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;American history is, in many ways, the story of small business. From the earliest settlements to the modern economy, entrepreneurship has been woven into the fabric of our nation. &lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;The men and women who built America were farmers, merchants, craftsmen, inventors, and manufacturers. From America’s earliest days, small businesses created jobs, introduced new ideas, and helped transform a collection of colonies into the most prosperous nation in history. &lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;The American Revolution itself was shaped by entrepreneurs. Taverns served as gathering places for discussion and organization. Printers, including Benjamin Franklin, distributed ideas that inspired a new nation. Small businesses were not merely witnesses to American history; they were the architects. &lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Just as small businesses helped build America, this country has provided an environment where small businesses can thrive. Free markets, access to capital, and strong protections for private property and intellectual property have created the most dynamic economy in the world and the best place to start a small business. &lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Consider the American innovators who changed the world: Benjamin Franklin, Thomas Edison, Alexander Graham Bell, the Wright brothers, Walter Chrysler, and countless others. Their achievements transformed industries, strengthened communities, and improved everyday life for millions around the world. &lt;/i&gt;&lt;/span&gt;&lt;/p&gt;

And, according to the Pizza Today, your business is “…in the top 100 independently owned pizzerias in the nation.” My question is: what has enabled you to remain successful across multiple generations? And, as you look to the future, what lessons do you hope to pass down to the next generation that’s sitting behind you to ensure that you continue for many years and many more generations to come?”&lt;/i&gt;&lt;b&gt; &lt;/b&gt;&lt;strong&gt;Mr. Adornetto:&lt;/strong&gt;&lt;b&gt; &lt;/b&gt;&lt;i&gt;“You know, as I said in my opening statement, Mr. Chairman — thank you for the question by the way — just the work ethic that was passed down to me from my grandparents. My father has helped us build that community and the great workforce we’ve had in the past and continue to have. Hopefully, in the future, we will have more workforce development. We need that in the hospitality industry, making sure people realize they can build a career in it. Obviously, access to capital and expansion will help greatly in continuing to achieve that award with Pizza Today in the future as well.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;strong&gt;Rep. Meuser:&lt;/strong&gt;&lt;b&gt; &lt;/b&gt;&lt;i&gt;“If you were sitting in my seat, if you were making some of these governmental rules and all, what would you think you need to make you grow better over the next five years?” &lt;/i&gt;&lt;strong&gt;Mrs. Shybunko-Moore:&lt;/strong&gt;&lt;b&gt; &lt;/b&gt;&lt;i&gt;“Thank you, and I’m happy to hear that you’re from Long Island. I think people now need to recognize that, first of all, small businesses and manufacturing, to me, are center-aisle issues. Everyone should support small manufacturing businesses. And at the end of the day, no matter what decisions are happening here, we still have to work every day, make our product, and feed, for ourselves, 90 families, right? At the end of the day, that's what I'm responsible for. So, I am always looking at the decisions being made here and ensuring that, again, expanding access to capital is always the key. I'd like to buy more equipment. I'd like to grow my capacity. I'd like to grow my capability. Continue to grow, expand, and support the U.S. defense industrial base. &lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;b&gt;Chairman Williams: &lt;/b&gt;&lt;i&gt;“Mr. Carter, since Administrator Loeffler was sworn in to office, OII has seen record SBIC performance, a modernized regulatory framework, and two pieces of bipartisan legislation signed into law. That record is difficult to match. In your view, how have the Trump Administration’s priorities translated into concrete results for small businesses through OII’s programs under Administrator Loeffler?” &lt;/i&gt;&lt;b&gt;Mr. Carter:&lt;/b&gt; &lt;i&gt;“Thank you, Chairman. I’ve been so honored to work with Administrator Loeffler and under President Trump and Administrator Loeffler’s leadership. She’s focused on the key themes, the matter for our country at this time. Number one: reindustrialization of America. Number two: strengthening our supply chain choke points and increasing their resilience. Number three: continue to advance the technology—the adoption of technology, advance technology, and the commercialization of it. And it’s been incredible to see already&amp;nbsp;the impacts that&amp;nbsp;it’s had.&amp;nbsp;Just this last year, for 2025, about 44% of our SBIC portfolio was in the industrials category, which is made up principally of manufacturing. We’ve seen incredible support from the funds as we’ve focused on this, and we’ve seen&amp;nbsp;3 billion last year, just in that sector in&amp;nbsp;the SBIC program.&amp;nbsp;What’s so powerful is when you actually look at the individual company impact, right? It’s all about the small businesses and the entrepreneurs. We found an example in your home state of Texas—Cleburne. There’s a cement wall manufacturer that’s there that received SBIC funding, and you look at those individual situations, and that’s what this program is all about.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;b&gt;Rep. Meuser: “&lt;/b&gt;&lt;i&gt;Onto the SBIC programs, 53 billion dollars of combined private capital, the largest amount in the program’s 67-year history, so congratulations to you there. Your flagship program is the SBIC program, which, by the way, is run tremendously well by some people in this room. So we appreciate that. With the All of America plan and the increases in the Investing in All of America Act, focused on rural areas, tech, and manufacturers. Tell us how that legislation has allowed you to serve more of where it was intended to serve and support loans.”&lt;/i&gt;&lt;b&gt; Mr. Carter: “&lt;/b&gt;&lt;i&gt;Again, I just want to thank this body. Thank you for sponsoring and Congresswomen Scholten for sponsoring. It’s an incredible bill. I know it’s been worked on for years, and many folks in this room have been very focused on it. I think it’s brilliant. You look at what’s happened. You can look at CPI, but you can also look at the Russell 2000… It’s gone up, 90% since 2015. So if you just think about in like purchasing power that our funds have, it’s 90% lower had you not done this. So, it was huge, and to me, the brilliance is the bonus leverage. It’s a way that we’re providing capital, but our country has such a need right now to reindustrialize. We’re in a geo-economic competition against very strong adversaries that think in decades and have been doing this for 30 years, and hollowing out our manufacturing base. You create an incentive for them to invest in manufacturing, critical technologies, rural, etc., and its economic impact. It’s economic, it’s rational, and it’s scaling the investors that are professional investors as opposed to us picking all the companies ourselves. It’s brilliant.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;b&gt;Rep. Fuller: &lt;/b&gt;&lt;i&gt;“One of the things that I want to celebrate is President Trump and Administrator Loeffler and the work that you’re doing. For far too long, investment capital stayed on the East and West Coasts—it didn’t go into Appalachian communities like mine and what I represent. So, if you can expound on how your leadership and the work you’ve been doing and how you have been getting capital into underserved communities, like in Appalachia?” &lt;/i&gt;&lt;b&gt;Mr. Carter:&lt;/b&gt; &lt;i&gt;“Thank you for that great question and for the story. Again, it’s been really fun. I went through all of your districts and had my team help me identify companies in those districts that have benefited from our programs. We see Dalton, Georgia…. There’s a plant-based compounds company that is manufacturing compounds for Type 2 diabetes. Again, this China theme, like American-made critical raw materials, we know the pharmaceutical base. Ingredients have been totally like—we invented them, and now they are over there. It’s brilliant what’s happening in Dalton, Georgia. Again, these programs are incredible because they’re accessible to a kid in a garage, or they’re accessible to the Torrance, California firms that I met with that are R&amp;amp;D companies that use the SBIR program to generate incredible innovations that VC is not going to invest in.&amp;nbsp; VC is not going to invest in a repair—an old part for the F35—that this team can update and do using the SBIR program. Again, SBICs, we got them spread across the country. We’re working urgently to expand that. We don’t lower our standards. It’s been zero subsidies since 1990. Our teams are phenomenal—the people, the process, the way they do due diligence, the way they monitor, the way they examine—we’re not lowering our standards. That’s not what this is, but we’re working aggressively to double, triple, quadruple this program so that we can get more capital out to the small businesses across our country that need it, not just on the Coast.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
