&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;b&gt;Chairman Roger Williams’ opening statement as prepared for delivery:&lt;br /&gt;
&lt;/b&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;First, I want to thank Associate Administrator Fitzpatrick for joining us today to discuss how the SBA’s Office of Entrepreneurial Development is serving America’s entrepreneurs and how this Committee can better ensure taxpayer dollars are spent effectively and responsibly.&lt;br /&gt;
&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;As a small business owner myself, I know firsthand the rewards and challenges of entrepreneurship. Starting and scaling a business requires long hours, difficult decisions, and the resilience to overcome setbacks. Entrepreneurs rarely succeed alone. Along the way, they need trusted guidance, practical tools, and partners who understand the challenges they face.&lt;br /&gt;
&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;That is why the Office of Entrepreneurial Development and its nationwide network of resource partners are so important. Through counseling, training, and technical assistance, OED helps entrepreneurs start, grow, and compete.&lt;br /&gt;
&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;In 2025, SBA’s resource partner network provided counseling and assistance to hundreds of thousands of entrepreneurs, including women owned businesses, rural entrepreneurs, and veterans. This outreach supported businesses that contributed to more than 2 million jobs nationwide.&lt;br /&gt;
&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;The Women’s Business Center network is one part of OED’s entrepreneurial outreach. Through the WBC program, OED has been able to support 340,000 jobs and $16 billion in wages. That means every federal dollar invested in the program generates approximately $6 in business revenue and $7.50 in private capital.&lt;br /&gt;
&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Under Administrator Loeffler’s leadership, the SBA has embraced a new era of modernization, so the SBA can meet Main Street where it is today.&lt;br /&gt;
&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;To advance this mission, the SBA has recently announced a reorganization designed to bring related functions together, reduce duplication, and strengthen coordination across its programs. We look forward to discussing what this reorganization means for OED’s operation and, more importantly, for the small businesses and entrepreneurs who rely on these programs every day. Together, these changes present an opportunity to serve them with greater clarity, efficiency, and impact.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;OED has also led efforts to modernize its grant management. During that process, the Committee heard from numerous grant recipients whose payments were delayed, creating real challenges for those organizations.&lt;br /&gt;
&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;The Committee understands SBA’s efforts to modernize and appreciates that payments have since resumed.&lt;br /&gt;
&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;We look forward to discussing lessons learned and what safeguards are being put in place to prevent this problem from happening in the future.&lt;br /&gt;
&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Throughout the 119th Congress, this Committee has worked in a bipartisan manner to advance legislation that strengthens key entrepreneurial development initiatives and ensures that America's small businesses have access to the resources they need to succeed.&lt;br /&gt;
&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Today’s hearing is an opportunity to examine both the successes and the challenges facing OED. I look forward to discussing the Administration’s efforts to improve these programs and deliver better value for taxpayers and small businesses alike.&lt;br /&gt;

&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;"America's entrepreneurs rarely succeed alone—they need trusted guidance, practical tools, and partners who understand the challenges they face," &lt;/i&gt;&lt;strong&gt;said Chairman Williams&lt;/strong&gt;&lt;i&gt;. "The U.S. Small Business Administration's Office of Entrepreneurial Development and its nationwide network of resource partners help small businesses start, grow, and compete. Under the Biden administration, outdated systems and a lack of accountability left taxpayer dollars vulnerable. Under Administrator Loeffler's leadership, the SBA is cleaning up that mess by modernizing these programs, strengthening oversight, and safeguarding every taxpayer dollar so it can deliver for Main Street businesses."&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;strong&gt;Below are some key excerpts from today’s hearing:&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;strong&gt;Chairman Williams:&lt;/strong&gt;&lt;b&gt; &lt;/b&gt;&lt;i&gt;“One of the Committee's priorities is ensuring that SBA programs deliver results for entrepreneurs while remaining responsible stewards of taxpayers' dollars; we talked about that. And as you look ahead, what are your top priorities for OED to improve program performance, reduce unnecessary administrative burdens, eliminate inefficiencies, and ensure that federal resources are directed where they can have the greatest impact for America's small business owners?” &lt;/i&gt;&lt;strong&gt;Mr. Fitzpatrick:&lt;/strong&gt;&lt;b&gt; &lt;/b&gt;&lt;i&gt;“Under Administrator Loeffler, we have some major overarching priorities at SBA when it comes to specific industries. We are talking about manufacturing, we are talking about food supply, and we are talking about actually areas, rural communities, which have really been devastated over the recent decades. And so, what we're working to do is align the resource partners' efforts with those priorities. But we're also encouraging those organizations, the resource partners, to raise funds from other sources. These are public-private partnerships, and the ones we find most effective actually raise funds from other sources and don't depend solely on the federal government. The other thing we're doing is, we see the most effective help for small businesses when there's an ecosystem of resource partners that are collaborating. These are federally funded organizations, state-funded organizations, county, municipal, chambers of commerce, and so we're encouraging that collaboration. So not relying just on federal dollars in these public-private partnerships, but multiple organizations. And the other, finally, what I'd say, Mr. Chairman, is we are working with underperforming centers to help them get up to speed, and if not, then we will move them out of the program.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;strong&gt;Rep. Alford:&lt;/strong&gt;&lt;b&gt; &lt;/b&gt;&lt;i&gt;“As Chair of the Oversight Subcommittee, I was really disturbed with the SBA's recent discovery of roughly 340 million dollars in unpaid grant obligations that you basically inherited from the previous administration. This discovery demonstrates why strong oversight, modern financial systems, and accountability are just as important as funding these programs. Sir, how far back does this backlog go?” &lt;/i&gt;&lt;strong&gt;Mr. Fitzpatrick:&lt;/strong&gt;&lt;b&gt; &lt;/b&gt;&lt;i&gt;“When we arrived, just for example, just in the Women's Business Center program, I got with their team, and I said, okay, what are the payments and how far do they go back? That program, they went back five years, and that was, you know, we had just been here a couple of weeks. And that was at least 12 million dollars. And so that was just that one program. So, there were about fifteen hundred payments in that 340 million dollars, but I don't know the details, but I have to assume four or five years.”&lt;/i&gt;&lt;b&gt; &lt;/b&gt;&lt;strong&gt;Rep. Alford:&lt;/strong&gt;&lt;b&gt; &lt;/b&gt;&lt;i&gt;“Is more being discovered as you dig through this balance sheet basically?”&lt;/i&gt;&lt;strong&gt; Mr. Fitzpatrick:&lt;/strong&gt;&lt;b&gt; &lt;/b&gt;&lt;i&gt;“Yes sir, yes.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;strong&gt;Rep. Ellzey:&lt;/strong&gt;&lt;i&gt; “Can you walk us through how integrating the STEP grants under your office will reduce duplication and improve service delivery to entrepreneurs?” &lt;/i&gt;&lt;strong&gt;Mr. Fitzpatrick:&lt;/strong&gt;&lt;i&gt; “… [R]emember, Administrator Loeffler is a business person. When we came in, we had offices, we had functions that were spread out, such as HR, IT, within different offices. No company would operate that way. By the same token, we had some programs and some grant programs dispersed throughout the agency. So, what we're doing is, frankly, bringing groups together, like groups that have similar functions. So, while the STEP program has a critical connection to our Office of Capital Access, for example, and our Office of Manufacturing Trade, really what we're doing is putting together the program staff who are actually doing the hard work, day in and day out, of processing grants—and part of that is to drive efficiency. What we had before was staff spread out, sometimes busy and sometimes not. Now they're being cross-trained, and so they can surge when there is a demand.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;</description>

&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Artificial intelligence has quickly transitioned from novelty to an indispensable business tool for Main Street businesses across the country.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;AI is streamlining administrative tasks that once required significant time and resources, and it is allowing small businesses to focus on growth instead of paperwork. Small businesses are using AI to respond quickly to customers, manage inventory, strengthen cybersecurity, and automate routine paperwork. As a small business owner myself, I have seen the difference these tools can make — and I know firsthand how much of that burden falls on the owner.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Artificial intelligence is no longer something reserved for big tech companies and Fortune 500 boardrooms. Today, nearly three-quarters of small businesses are using AI in some form. That is more than triple the share from just three years ago. Small businesses are closing the technology gap with big corporations faster than in any prior wave of innovation.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Importantly, early data is showing that AI’s rise is not coming at the expense of workers. In fact, eighty-two percent of small businesses using AI grew their workforce over the past year.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Of course, real barriers to broader AI adoption remain. Many owners tell us they simply don't know where to start, that they worry about costs, or that they are unsure how to keep their data secure.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;But one of the biggest barriers is one Washington created: uncertainty.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;The Biden-Harris Administration took a heavy-handed approach to AI. On October 30, 2023, they released an Executive Order imposing sweeping regulatory requirements and compliance burdens that threatened to smother AI innovation before small businesses ever got the chance to benefit from it.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;We only need to look across the Atlantic to see where that road leads.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Europe chose to regulate first and innovate later, and today, their small businesses are falling behind. The United States cannot make the same mistake.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Thankfully, the Trump Administration reversed course. They rescinded the Biden approach and replaced it with a pro-innovation strategy through Executive Order 14179 and America's AI Action Plan — clearing away red tape so that AI tools can be adopted with confidence.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;The SBA is doing its part too by expanding access to AI through its new Main Street AI Accelerator Program.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;And of course, this Committee has led the way with bipartisan legislation, such as the AI Wise Act, the AI for Main Street Act, and the SBA Artificial Intelligence Utilization Act of 2026. Together, these bipartisan bills ensure that entrepreneurs have access to practical AI and that barriers to AI adoption are reduced. Our goal is to make sure every small business and entrepreneur has the opportunity to succeed in the emerging age of AI.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;When small businesses have the tools, training, and freedom to innovate, they will out-compete, out-build, and out-hire anyone in the world — and our economy will be stronger because of it.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;b&gt;Below are some key excerpts from today’s hearing:&lt;/b&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;b&gt;Chairman Williams: &lt;/b&gt;&lt;i&gt;“Mr. Crenshaw, research shows that nearly three-quarters of small businesses are now using AI, but that headline number surely hides a lot of variation. My question is: how representative is that data across different sectors and regions? And what separates the small businesses that are successfully adopting AI from the ones falling behind?” &lt;/i&gt;&lt;b&gt;Mr. Crenshaw: &lt;/b&gt;&lt;i&gt;“As we look at the data, 58% of small businesses, according to our survey nationwide, are using generative artificial intelligence. Now, if you look at the higher adopters, that tends to be smaller tech firms; that’s around 70% adoption rates at that point. For entertainment companies that are smaller, it’s 65%, but then when you dig down in the numbers, you still have about half of retailers, restaurants, traditional brick-and-mortar companies who are using generative artificial intelligence to grow and thrive. In fact, I had a chance to talk with the owner of a skin care company in the Coachella Valley, who has used generative AI to cut costs by sourcing products from places with lower tariffs or lower inflation-driven costs, so she doesn’t have to pass those costs on to consumers. And so, it really is a mix of the types of companies using this across all sectors. But at the same time, what we have found is that the companies that are not using generative artificial intelligence - about a third are worried about the regulatory uncertainty that’s out there. About one in five believe they can’t find properly trained workers at this point to actually use generative AI and make it work for them. And then another third are still not sure how it will work for their business. It’s one of the reasons why it’s so critically important that we establish clear national frameworks in the regulatory side like the Secure Data Act on data privacy, create a national AI framework that’s workable, and we also have training programs in place that, like the AI for Main Street Act and AI-WISE Act, that help small businesses really get their head around how to use AI responsibly.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;b&gt;Rep. Van Duyne: &lt;/b&gt;&lt;i&gt;“Mr. Hoang, in your testimony you discussed the importance of both proprietary and open models to small businesses, including the importance of open models due to cost. Can you expand on the current state of the closed and open model ecosystem and how small businesses use both types to operate and build their businesses?” &lt;/i&gt;&lt;b&gt;Mr. Hoang: &lt;/b&gt;&lt;i&gt;“To be clear, I'm neither pro-open nor anti-open nor pro-closed...I believe in choice. Choice provides competition; it gives consumers the opportunity to use the best models. We obviously are familiar with the closed models that are cutting on the frontier edge. There are also several open models that are very close. They’re driving down the cost to access these capabilities. I built my platform on this idea of choice. You can choose what models you want to use and collaboration, so you can get the best of models working together. I think we need more competition. The sense of more access to both closed and open models, so consumers can let competition do what it does best, which is produce the best products and services for America.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;b&gt;Rep. Bresnahan:&lt;i&gt; &lt;/i&gt;&lt;/b&gt;&lt;i&gt;“My question would be, at what point did you decide to take the initiative to start looking at different AI implementations? And something that I hear from a lot of small businesses, and coming from a small business background, was sometimes, you know, the local plumber, heating contractor doesn’t even know where to begin. So, at what point for you in your business did you decide that hey, for us to scale, in order for us to grow, we need to be thinking outside the box and finding ways to implement some sort of AI technology?” &lt;/i&gt;&lt;b&gt;Mr. Qaiyum:&lt;i&gt; &lt;/i&gt;&lt;/b&gt;&lt;i&gt;"Thank you for the question. I came to retail and small business, this industry, through the dot-com rise in the nineties. I’ve always been into technology, and I may be a bit rare in that sense: I view it as part of my role in the business to stay ahead of the technology curve. So, I’ve been following it for at least a few years now, and I’ve been the person testing it out on the weekends and at night to see what it could do, then bringing it to the team and saying, ‘Look at this.’ So, I feel like, for me, I happen to be personally interested in it, but I know that that’s not most of my small business friends, the other business owners on the block. I think we do need support in that sense.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“I'll also be thinking about those who have always done the quiet work of building this country — the shopkeepers, tradesmen and family businesses. Those business owners who bet on themselves and, in doing so, helped build the most prosperous nation the world has ever known.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“Two hundred and fifty years later, they're still at it. And this Independence Day, I’m proud to say that the backbone of our economy is roaring back.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“I hear it when I talk to people back home in Weatherford, Texas. This past May, our economy added 172,000 jobs — more than twice what the so-called experts predicted, and unemployment held steady at 4.3%. That made for the best three-month hiring run we've seen in over two years. It didn’t happen by luck; it happened because of less government, allowing small businesses to do what they do best — create jobs!”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“Recently, the U.S. Chamber of Commerce took a hard look at the data and found that small businesses have accounted for about 78% of all hiring in this country since 2001. Lately, it's even more.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“Since early last year, small businesses have created roughly 4 million jobs a month and more than three-quarters of all new job openings. If you're looking for your next opportunity, odds are it's waiting for you on Main Street.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“Thanks to congressional Republicans and &lt;/i&gt;&lt;a data-cke-saved-href="https://www.foxnews.com/category/person/donald-trump" href="https://www.foxnews.com/category/person/donald-trump" target="_blank"&gt;&lt;i&gt;President Donald Trump&lt;/i&gt;&lt;/a&gt;&lt;i&gt;, a big part of that growth is attributable to one thing: the Working Families Tax Cuts.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“The Working Families Tax Cuts prevented a $5 trillion tax hike, the largest in American history, and one that would have negatively impacted every family and small business in America. Instead of costing taxpayers more of their hard-earned money, the Working Families Tax Cuts put it right back into their pockets.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“This past filing season, 97% of filers got a tax cut, and most of that relief went to Americans earning under $100,000. We delivered key priorities: no tax on tips, no tax on overtime, and a doubled Child Tax Credit benefiting nearly 40 million families. Thanks to the leadership of President Trump and my Republican colleagues, we provided real relief to hardworking American families when they needed it most.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“As the U.S. Chamber of Commerce recently noted, America's small businesses finally have greater tax certainty and relief from burdensome regulations. &lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Welcome to today’s hearing, “250 Years of American Legacy: Small Businesses and the American Dream.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;I want to thank our witnesses for joining us today and for sharing their time, experience, and perspectives with the Committee.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;

Throughout this year, this Committee has welcomed small business owners from every corner of the country to share their experiences and perspectives. &lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Time and again, their stories have reflected the same qualities that have defined America for the apast 250 years: hard work, innovation, and resilience in the pursuit of opportunity. As we reflect on our nation’s history, it’s clear that any American story would be incomplete without recognizing the role of small businesses entrepreneurs. &lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;American history is, in many ways, the story of small business. From the earliest settlements to the modern economy, entrepreneurship has been woven into the fabric of our nation. &lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;The men and women who built America were farmers, merchants, craftsmen, inventors, and manufacturers. From America’s earliest days, small businesses created jobs, introduced new ideas, and helped transform a collection of colonies into the most prosperous nation in history. &lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;The American Revolution itself was shaped by entrepreneurs. Taverns served as gathering places for discussion and organization. Printers, including Benjamin Franklin, distributed ideas that inspired a new nation. Small businesses were not merely witnesses to American history; they were the architects. &lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Just as small businesses helped build America, this country has provided an environment where small businesses can thrive. Free markets, access to capital, and strong protections for private property and intellectual property have created the most dynamic economy in the world and the best place to start a small business. &lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Consider the American innovators who changed the world: Benjamin Franklin, Thomas Edison, Alexander Graham Bell, the Wright brothers, Walter Chrysler, and countless others. Their achievements transformed industries, strengthened communities, and improved everyday life for millions around the world. &lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;That spirit of innovation continues today. Across the country, millions of small business owners are developing new technologies, and carrying forward the tradition of American enterprise. &lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
