&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;Welcome to today’s hearing, “Independent Work, Real Opportunity: The Gig Economy and the Future of Entrepreneurship.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;The gig economy is broadly defined as an economy in which people earn income by providing on-demand work, services, or goods. Regardless of one’s views on gig entrepreneurship, the truth is that it is becoming an increasingly large part of each of our everyday lives – especially for younger generations.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;Today, gig entrepreneurship takes many forms and is commonly facilitated through digital platforms like apps and websites. Of course, ridesharing and delivery are major parts of the ecosystem, but there are many other industries that are part of the gig economy.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;Some gig platforms are tailored towards housework, handyman projects, running errands, or cleaning. At the same time, other platforms cover professional services, such as IT, graphic design, and other freelance work.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;One reason people turn to gig work is to gain flexibility and control in their work schedules.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;Whether they are a student, grandmother, or aspiring entrepreneur, they can mold their gig work schedule to match their availability.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;The gig economy supports American entrepreneurship by providing the flexibility and income needed to launch small businesses. It also allows entrepreneurs to get started quickly by leveraging a built-in customer base to kickstart their businesses.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;The motivations that lead people to gig work, such as flexibility and self-ownership, also drive self-employment and entrepreneurship.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;In 2025, as much as 36 percent of the U.S. workforce, or 70 million Americans, engaged in gig or freelance work, which generated roughly $1.5 trillion in annual earnings.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;Which is why it was so surprising that the Biden-Harris Administration launched an all-out attack on the gig economy.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;Under the Biden-Harris Administration, gig entrepreneurs were threatened with IRS audits if they did not report Venmo or PayPal payments over $600, and the Biden-Harris Department of Labor issued rules that added regulatory complexity, threatening to upend the gig economy altogether.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;Thankfully, President Trump has reversed these decisions and changed the reporting threshold in the Working Families Tax Cuts Act. President Trump also boosted the gig economy and American workers through No Tax on Tips.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;When small businesses and entrepreneurs have the autonomy to shape their own work, they are better positioned to earn, build, and succeed on their own terms, leading to a more resilient American economy.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial; font-size: 16px;"&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“This hearing demonstrated that the rise of the gig economy is creating real opportunities on Main Street,” &lt;/i&gt;&lt;b&gt;said Chairman Williams.&lt;/b&gt;&lt;i&gt; “Independent work allows Americans to earn, build, and succeed on their own terms. Republicans delivered the Working Families Tax Cuts to secure this progress by lowering taxes, reducing regulations, and ensuring that gig entrepreneurs and small businesses keep more of their earnings. Digital platforms are expanding customer access, while flexible, project-based work enables businesses to scale and compete. These policies make entrepreneurship more accessible than ever, fueling a new generation of small business owners who are reshaping our economy.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;b&gt;Chairman Williams: &lt;/b&gt;&lt;i&gt;“Ms. Buxton, throughout our nation’s history, small businesses have grown by adapting to change and finding new ways to compete. Today, the gig economy continues to transform how small businesses and entrepreneurs operate. My question is:&amp;nbsp;As someone who is successfully adapting to this shift, can you describe how your business has embraced gig entrepreneurs and the impact that has had on your operations and your growth?” &lt;/i&gt;&lt;b&gt;Ms. Buxton:&lt;/b&gt;&lt;i&gt; “Thank you, Mr. Chairman, for the question. The gig economy has helped our growth because we are a small business, but we serve large companies. Many large companies want to work with small businesses because we’re nimble. We have new ideas, and we innovate. But often, we don’t have access to all the people we need. We’ve been able to grow by working with various consultants and a fractional CFO. We can bring on a project manager for a project that we only need for a couple of weeks. So now, for example, instead of having to do work for a client all year round, we can do work for them for two weeks—for a quick in-and-out project—which is really very helpful to our clients, and it’s helped us grow our business. We would not have been able to make those investments in employees in advance without having the projects coming in. So the gig economy has really helped us get access to capabilities.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;b&gt;Rep. Meuser: “&lt;/b&gt;&lt;i&gt;The Department of Labor under the Trump Administration ruled to provide greater clarity around independent contractor status. Can you explain why clear and flexible worker classification is so important for gig entrepreneurs who value independence and control over their schedules?” &lt;/i&gt;&lt;b&gt;Ms. Acevedo: &lt;/b&gt;&lt;i&gt;“I think that the flexibility alone makes a big difference. For us personally, we’re able to, even with our own customers, when they call in, and they want something to go out quickly, and our drivers are already on a different run. We send them through DoorDash so they can pick it up and get it out quickly. So, we’re really excited to have the platform and to use it to our advantage.&lt;b&gt;”&lt;/b&gt;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;b&gt;Rep. King-Hinds: &lt;/b&gt;&lt;i&gt;“We do have young entrepreneurs.&amp;nbsp; One, Cameron Atalig, is trying to develop an app. I want this to be an opportunity to encourage somebody like him to focus on figuring it out. How do we break into this new industry? This question is for you, Ms. Sharp. How do digital platforms help reduce barriers to entry, such as capital requirements, access to customers, or other administrative burdens, for aspiring entrepreneurs? In what ways do they support small businesses beyond just providing delivery or logistics for services? I want him to hear this, or that he can be encouraged to focus and, hopefully, create this type of industry back home.” &lt;/i&gt;&lt;b&gt;Ms. Sharp:&lt;/b&gt; “&lt;i&gt;Thank you for that question, Congresswoman. I think that you’ve hit on a couple of different, really important things. The first and foremost is that, generationally, we are seeing younger people embrace digital platforms and digital work to learn entrepreneurship skills so enthusiastically. So, the fact that you have constituents who are doing that doesn’t surprise me. There are three basic ways that digital platforms support entrepreneurship. The first is experimentation. Through a platform, you are able to try out multiple kinds of work. You can jump on and off at your leisure and work whenever and wherever you want to, often around other kinds of work. So that’s one. Secondly, it provides a ready, easy on-ramp to earning money immediately. There’s no waiting, there’s no application, there’s no two weeks before you hear back from a potential boss. You are the boss. So, you learn how to operate in that sense. It used to be, many years ago, in this country, that people’s first jobs, often in the service industry, were things where you learned about the chain of command. Now we see people learning how to be their own bosses and how to do things like multitasking and evaluating the cost-benefit of working with or through different platforms. Those skills of entrepreneurship are so critically important.”&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;

We will hear how these provisions provide greater stability and predictability, enabling small businesses to make strategic, long-term business decisions with confidence. &lt;/i&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;This is a simple yet impactful story of how this bill supports Main Street. &lt;/i&gt;&lt;/span&gt;&lt;/p&gt;

Could you describe how these specific elements of the Working Families Tax Cuts have&amp;nbsp;benefited&amp;nbsp;your business and your employees?”&amp;nbsp;&lt;/em&gt;&lt;strong&gt;Ms. Tapani:&amp;nbsp;&lt;/strong&gt;&lt;em&gt;“Certainly, the only way that U.S. manufacturers can remain competitive in this global economy is to invest in equipment. We need&amp;nbsp;people —we need equipment and raw materials to be successful. If&amp;nbsp;you’re&amp;nbsp;not constantly investing in equipment, you cannot meet the needs of your customers.&amp;nbsp;I deal&amp;nbsp;with enormous manufacturers in the state of Minnesota and throughout the country that have ever-increasing demands and needs; to be able to invest in that equipment is&amp;nbsp;really helpful.&amp;nbsp;It’s&amp;nbsp;also helping us close the skills gap, which I think is important.&amp;nbsp;If&amp;nbsp;we&amp;nbsp;can’t&amp;nbsp;deduct the cost of that equipment right away, I might as well get out a&amp;nbsp;crystal ball and try to predict&amp;nbsp;what’s&amp;nbsp;going to happen in the future. Manufacturing has been in contraction—in and out of contraction—for the&amp;nbsp;past&amp;nbsp;several years. My crystal ball&amp;nbsp;doesn’t&amp;nbsp;show me when&amp;nbsp;that’s&amp;nbsp;going to&amp;nbsp;come to an end, so being able to&amp;nbsp;make a decision&amp;nbsp;today to buy something and&amp;nbsp;expense it&amp;nbsp;is everything to my business;&amp;nbsp;it’s&amp;nbsp;serving my community and my customers. As far as my employees go, when they&amp;nbsp;have to&amp;nbsp;work overtime to help us get a project done,&amp;nbsp;that’s&amp;nbsp;come in unexpectedly for a customer, they might have to leave their children in day care for longer. They might have&amp;nbsp;additional&amp;nbsp;expenses. Everybody knows, people are experiencing higher grocery costs and some other costs, the more of that hard earned money that they can keep, is important to them, their happiness, and their ability to pay for their everyday needs, their child care, their health care, whatever that might be, matters to me, so I’m thankful that they can keep more of their overtime pay.”&amp;nbsp;&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;

Monday, the Small Business Administrator, Kelly Loeffler, came to our district and visited a good friend of mine, Franco&amp;nbsp;Cupini, who owns a great Italian restaurant in Kansas City. He told the Administrator firsthand the benefits that it was having for his business and his employees, who were getting large refund checks. The immediate&amp;nbsp;expensing&amp;nbsp;that he was able to conduct for his small business.&amp;nbsp;I’m&amp;nbsp;telling you, Franco&amp;nbsp;Cupini&amp;nbsp;is not a millionaire and not a billionaire. I want to know, Mr. Watson, how many small businesses are classified as an S Corp pass-through corporation in America?”&amp;nbsp;&lt;/em&gt;&lt;strong&gt;Mr.&amp;nbsp;Watson:&lt;/strong&gt;&amp;nbsp;&lt;em&gt;“The majority of small businesses are pass-through firms; the&amp;nbsp;others are an S Corp, a sole proprietorship,&amp;nbsp;or a partnership.”&lt;/em&gt;&amp;nbsp;&lt;strong&gt;Rep.&amp;nbsp;Alford:&lt;/strong&gt; &lt;em&gt;“How many of those--I looked it&amp;nbsp;up,&amp;nbsp;there’s&amp;nbsp;about five million&amp;nbsp;operating&amp;nbsp;as an S Corp in America. This comes from your website. How many of those have an income of greater than half a million dollars?”&amp;nbsp;&lt;/em&gt;&lt;strong&gt;Mr.&amp;nbsp;Watson:&lt;/strong&gt;&amp;nbsp;&lt;em&gt;“I’m not sure of the exact amount, but a large number of them do not have that level of income.”&amp;nbsp;&lt;/em&gt;&lt;strong&gt;Rep.&amp;nbsp;Alford: &lt;/strong&gt;&lt;em&gt;“Right, I looked it up on your website.&amp;nbsp;It’s&amp;nbsp;about 3.1 percent. We are talking about a large&amp;nbsp;number, millions of companies, start-ups, mom and pops who have invested their time, their resources, their blood, sweat,&amp;nbsp;and tears a lot of times into the small businesses, who now have a shot at success and competing with the big guys.”&amp;nbsp;&amp;nbsp;&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;

We cannot do that if we&amp;nbsp;don’t&amp;nbsp;know what the taxes are going to be tomorrow or in five years.”&lt;/em&gt;&amp;nbsp;&lt;strong&gt;Rep. Van Duyne:&lt;/strong&gt;&amp;nbsp;&lt;em&gt;“So,&amp;nbsp;are you&amp;nbsp;investing more in upgrading and scaling up and the future growth of your business?”&amp;nbsp;&lt;/em&gt;&lt;strong&gt;Ms.&amp;nbsp;Renfro&amp;nbsp;Borbolla:&lt;/strong&gt;&amp;nbsp;&lt;em&gt;“Yes, we are. &lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“The numbers prove it. This year is set to be the&amp;nbsp;&lt;/i&gt;&lt;a href="https://www.washingtonexaminer.com/news/white-house/4524052/trump-administration-touts-24-percent-increase-tax-refunds/" target="_blank"&gt;&lt;i&gt;largest refund season&lt;/i&gt;&lt;/a&gt;&lt;i&gt;&amp;nbsp;in American history: refunds are up nearly 11%, topping $3,700, and almost 20 million workers are keeping more of their overtime pay. Additionally, more than 4.6 million tipped workers are taking home what they actually earned.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“That’s real money back in Americans’ pockets.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“When working families and small businesses have more money, they don’t sit on it — they spend it, invest it, and grow with it. That’s how Main Street rises. When Main Street thrives, the American economy grows even stronger.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“The Working Families Tax Cuts Act keeps the United States competitive at home, while maintaining our economic dominance abroad. Under the previous administration, businesses moved&amp;nbsp;&lt;/i&gt;&lt;a href="https://www.washingtonexaminer.com/news/1138363/biden-tax-hikes-would-lead-to-corporate-exodus-top-republican-predicts/" target="_blank"&gt;&lt;i&gt;overseas&lt;/i&gt;&lt;/a&gt;&lt;i&gt;, supply chains left American soil, and local communities paid the price. This tax relief bill puts America first again, bringing jobs and investment back home and ensuring the U.S. remains the best place in the world to start, grow, and keep a business.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“By allowing small businesses to immediately expense capital investments, it fuels productivity, drives reinvestment, and leads to more jobs and higher wages. Restoring 100% expensing helps Main Street innovate, expand, and keep pace with global competitors.&amp;nbsp;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“The Expanded 199A deduction, which was raised from 20% to 23% and made permanent, is projected to generate $750 billion in economic growth and create over 1 million new small business jobs annually. Nearly 12 million small business owners are already seeing an average tax reduction of $7,000.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;“That’s what happens when you are back on Main Street: stronger small businesses, better-paying jobs, and more investment in American communities, not overseas.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;First, I want to thank our witnesses for being here today and for sharing their expertise on this important issue. I also thank my colleagues for joining us as we examine the challenges facing America’s small businesses in an increasingly competitive and complex global environment.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Small businesses are essential to the American economy. They drive innovation, create jobs, and strengthen our communities. From cutting-edge technology startups to family-owned manufacturers, small businesses play a vital role in driving America’s economy and reinforcing our national security.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;However, this vital engine of our economy is under threat.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;The Chinese Communist Party has made it a priority to challenge the United States economically and strategically. In doing so, the CCP is exploiting every opportunity to target American innovation.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;American entrepreneurs invest significant time, capital, and ingenuity into developing new products and technologies. Yet, far too often, those innovations are stolen, replicated overseas, and sold at a lower cost, undermining the very businesses that created them.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;CCP linked investments in small businesses also raise serious concerns. Many small businesses, particularly startups, rely on outside capital to grow and scale. But when that capital comes from entities tied directly or indirectly to foreign adversaries, sensitive technologies and proprietary information risk being exposed and exploited.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;In some cases, these investments are structured in ways that obscure their true origin, making it difficult for entrepreneurs to identify the potential risks.&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Additionally, supply chain dependence on China continues to pose a serious threat. For decades, American businesses outsourced production to China due to low labor costs.&amp;nbsp;&amp;nbsp;&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;While this was efficient in the short term, it also created significant risks, especially for small businesses that lack the resources to shift production or diversify suppliers.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;These challenges are not just economic; they are matters of national security.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;Today’s hearing is an opportunity to better understand how these threats impact small businesses and identify practical solutions. We must ensure that America’s entrepreneurs have the tools they need to protect their innovations, secure trusted sources of capital, and build resilient supply chains.&lt;/i&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial;"&gt;&lt;i&gt;If we fail to act, we risk losing not only our competitive edge, but also the ingenuity and entrepreneurial spirit that define our nation. &lt;br /&gt;
