WASHINGTON - Yesterday, the House Committee on Small Business held a markup of legislation to amend the Small Business Act and the Small Business Investment Act. All six bills passed through Committee on bipartisan votes.

"Our Committee has continued its work on important subjects like increasing access to capital for small firms, expanding government contracting opportunities for small businesses, and ensuring that small entities can be safe and secure in cyberspace in the new gig-economy.That is what these bills address. As has been our Committee’s custom over the last several years, each of these bills are bipartisan and have my support," said Ranking Member Steve Chabot.

H.R. 277 “Access to Sufficient Capital for Everyone in Natural Disaster areas Act of 2019” (ASCEND Act) - introduced by Chairwoman Nydia Velázquez (D-NY) and Ranking Member Steve Chabot (R-OH)

H.R. 277 permanently extends the $25,000 unsecured disaster loan limit for physical damages under an SBA Agency declaration.

H.R. 2142To amend the Small Business Act to require the Small Business and Agriculture Regulatory Enforcement Ombudsman to create a centralized website for compliance guides, and for other purposes- introduced by Rep. Antonio Delgado (D-NY) and Rep. John Joyce (R-PA)

H.R. 2142requires the Office of the National Ombudsman to create a public website to provide the compliance guides required by section § 212 of the Small Business Regulatory Enforcement Fairness Act of 1996 (SBREFA) and provide a contact person for small businesses to call if they have questions about the guides.

H.R. 1649 “Small Business Development Center Cyber Training Act of 2019” - introduced by Ranking Member Steve Chabot (R-OH) and Vice Chair Rep. Dwight Evans (D-PA)

H.R. 1649 requires the Small Business Administration to establish a program for certifying employees of small business development centers to provide cybersecurity planning assistance to small businesses.

H.R. 1648 “Small Business Advanced Cybersecurity Enhancement Act of 2019” - introduced by Ranking Member Steve Chabot (R-OH) and Chairwoman Nydia Velázquez (D-NY)

H.R. 1648directs the Small Business Administration in coordination with the Department of Commerce to createa central small business cybersecurity assistance unit and small business cybersecurity assistance units in each small business development center.

H.R. 2331“SBA Cyber Awareness Act" - introduced by Rep. Jason Crow (D-CO) and Rep. Troy Balderson (R-OH)

H.R. 2331directs the SBA to issue reports that assess its cybersecurity infrastructure, including determining the country-of-origin of its IT components, and report cyber-threats, breaches, and cyber-attacks.

H.R. 2345 “Clarifying the Small Business Runway Extension Act” - introduced by Rep. Pete Stabuer (R-MN) and Rep. Jared Golden (D-ME)

H.R. 2345 clarifies the intention of Congress that the Administrator of the Small Business Administration is subject to certain requirements with respect to establishing size standards for small business concerns, and for other purposes.
