WASHINGTON, D.C. – Yesterday, the U.S. House of Representatives passed four small business bills favorably out of the chamber under suspension.

H.R. 5333, the Investing in All of America Act of 2023 – sponsored by Reps. Meuser (PA-09) and Scholten (MI-03).

• This bill amends the Small Business Investment Act of 1958 and makes thoughtful improvements to the SBIC program to ensure there are increased avenues for small firms to access capital.

H.R. 7103, the Agency Accountability Act of 2024 – sponsored by Reps. Stauber (MN-08) and McGarvey (KY-03).

• This bill holds federal agencies accountable by requiring them to testify before Congress if they miss their goal for awarding a certain percentage of contracts to small businesses.

H.R. 7985, the Entrepreneurs with Disabilities Reporting Act of 2024 – sponsored by Reps. McGarvey (KY-03) and Molinaro (NY-19).

• This bill requires the Small Business Administration to issue a report to Congress on the challenges individuals with disabilities face when starting a business. Further, it will require the SBA to look at resources across the federal government that assist individuals with disabilities.

H.R. 7987, the Plain Language in Contracting Act – sponsored by Reps. LaLota (NY-01) and Thanedar (MI-13).

• This bill requires federal contracts to be written in plain language so that they are more easily understandable. It removes the barrier of “government-speak” for small businesses looking to enter the federal procurement marketplace.
