Chairman Roger Williams Pens Letter to SBA Administrator Kelly Loeffler Addressing Electioneering Efforts by the Biden-Harris Administration

WASHINGTON, D.C. – Today, Congressman Roger Williams (R-TX), Chairman of the House Committee on Small Business, wrote to Small Business Administrator Kelly Loeffler regarding electioneering efforts conducted by the Small Business Administration (SBA) during the Biden-Harris Administration. This letter is sent in coordination with Congressman Bryan Steil (R-WI), Chairman of the Committee on House Administration, who sent electioneering inquiries to an additional fourteen agencies. The Chairmen stand aligned to uncover the truth and bring agencies across the federal government back to their core missions.

“The Small Business Administration was created for the sole purpose of helping small businesses succeed. However, during the Biden-Harris Administration, the SBA took a dark turn and involved itself in political weaponization and electioneering,” said Chairman Williams. “Former SBA Administrator Guzman and the Biden Administration were unwilling to acknowledge, investigate, or comply with the Congressional investigation into this clear violation of SBA resources. With Administrator Loeffler now leading the SBA, I have full confidence that the Committee will finally be given the answers needed to uncover what the SBA was doing in Michigan, so that this investigation can finally reach its conclusion.”

“On December 11, 2024, the House Committee on Small Business (Committee) released its interim staff report on the Biden-Harris U.S. Small Business Administration’s (SBA) voter registration activities and partisan implementation of Executive Order 14019 Promoting Access to Voting (E.O. 14019). The Committee’s interim report revealed unlawful electioneering efforts highlighting the Biden-Harris Administration’s unresponsive, duplicative, and vague production of documents to Congress. In response to Committee inquiries, former SBA Administrator Guzman and her staff provided misleading and inconsistent testimony. Furthermore, the Biden-Harris SBA defied a lawful subpoena and frustrated the separation of powers between Congress and the Executive Branch, demonstrating a gross disregard for accountability and transparency to the American people.

“The Committee shares the Trump Administration’s commitments to government accountability and election transparency. I am optimistic that the SBA, under your leadership, will work with the Committee to uncover the truth about the SBA’s previous voter registration related activities. On your first day, the Committee was pleased to see your commitment to rescinding the SBA’s 2024 Memorandum of Understanding (MOU) with the Michigan Department of State. It is imperative that the SBA continues to bring back its focus to helping Main Street America.

“Last year, the Biden-Harris SBA failed to produce sufficient documents and information that would shed light on its activities. For your reference, below is the list of outstanding documents and information the Biden Administration withheld from the Committee:

  1. “All communications, including Microsoft Teams messages, between and among SBA personnel regarding E.O. 14019 and/or the MOU, from March 10, 2021, to present.

  2. All communications between SBA personnel and third parties, including but not limited to small business owners, associations, non-profits, and SBA resource partners in the State of Michigan, regarding E.O. 14019 and/or the MOU, from March 10, 2021, to present.

  3. A full, unredacted copy of any implementation plans regarding this MOU.

  4. Interim and final reports drafted and submitted to the White House regarding implementation of the E.O. from March 1, 2021, through October 31, 2021.

  5. Evidence sufficient to show whether the SBA engaged in any activity relating to voter access or voter registration before the MOU's March 19, 2024 announcement.

  6. The calendar for the following individuals from June 1, 2022, through December 2024:
    1. Isabella Casillas Guzman;
    2. Dilawar Syed
    3. Arthur Plews
    4. Jennifer Kim
    5. Victor Parker
    6. Destine Hicks
    7. Geri Sanchez Aglipay
    8. Laketa Henderson
    9. Julie Verratti (up until she departed SBA)
    10. Scott Harriford (up until he departed SBA)
    11. The SBA individual appointed as the Michigan National Voter Registration Act of 1993 (NVRA).

  7. All travel itineraries for trips the following individuals have taken and are currently scheduled to take in the future, including where, when, and with whom, from March 1, 2024, through the end of the year:
    1. Isabella Casillas Guzman;
    2. Dilawar Syed
    3. Arthur Plews
    4. Jennifer Kim
    5. Victor Parker
    6. Destine Hicks
    7. Geri Sanchez Aglipay
    8. Laketa Henderson
    9. Julie Verratti (up until she departed SBA)
    10. Scott Harriford (up until he departed SBA)
    11. The SBA individual appointed as the Michigan National Voter Registration Act of 1993 (NVRA).

  8. All trip summaries and/or related documents memorializing reimbursement for costs associated with political activities under the Hatch Act, including all reimbursement statements, for all trips encompassed in requests 6 and 7 of this letter.
  9. All existing transcripts of remarks made by SBA personnel on trips encompassed in requests 6 and 7 of this letter."
