WASHINGTON, D.C. – Today, the House Committee on Small Business is holding a full committee hearing titled “Budgeting for Growth: Testimony from SBA Administrator Kelly Loeffler.”

Chairman Roger Williams’ opening statement as prepared for delivery:

Welcome to today’s hearing, “Budgeting for Growth: Testimony from the Small Business Administration Administrator Kelly Loeffler.”

I am very excited to welcome my friend, Administrator Loeffler, from the great state of Georgia, to testify before us today. I want to thank you again for your visit to Texas last week, where we had the opportunity to hear directly from small business manufacturers across my district as part of your Made in America Roadshow.

Today’s hearing is an opportunity to examine how the President’s budget proposal will support Administrator Loeffler in returning the SBA to its core mission of serving Main Street and ensuring American entrepreneurs are prioritized once again.

For far too long, small businesses have been affected by Washington’s budget mismanagement, burdensome regulations, and government overreach. President Trump’s budget request marks a historic course correction by delivering over 163 billion dollars in spending cuts, fueling American manufacturing, and realigning the government to better meet the needs of our nation’s biggest job creators. 

We commend Administrator Loeffler’s work to right-size the SBA and her commitment to restore American manufacturing and innovation. Under her leadership, the SBA will once again prioritize what truly matters to small business owners and safeguard American taxpayer dollars.

President Trump and Administrator Loeffler’s commitment to “Made in America” has begun revitalizing American manufacturing, reducing our dependency on foreign adversaries, like China. From the launch of the SBA’s Made in America Manufacturing Initiative to the prioritization of skilled workforce development, Administrator Loeffler is fostering an environment where small manufacturers and small businesses can thrive.

I’m proud to join President Trump and Administrator Loeffler in support of strong American manufacturing. Last month, I introduced H.R. 3174, the Made in America Manufacturing Finance Act. This bill would increase access to loans for America’s small manufacturers, ensuring they have the capital they need to start and grow a business.

In another major step forward for Main Street, this hearing comes on the heels of the House passage of H.R. 1, the One Big, Beautiful Bill Act. This bill makes many of the pro-small business provisions found in President Trump’s 2017 Tax Cuts and Jobs Act permanent. With provisions such as increased deductions for small businesses, bonus depreciation, and tax relief for tipped and overtime workers, this tax package prioritizes Main Street America.

In addition, the bill marks a pivotal shift from the prior Administration that incentivized divisive DEI and Green New Deal policies, to one centered on self-determination, free enterprise, and growth.

As we move forward, we must ensure that the government gets out of the way of entrepreneurs who take risks, sign paychecks, and drive American innovation. Administrator Loeffler, we look forward to your testimony today and thank you for your continued service in restoring the SBA to its rightful role as a champion for Main Street America.
