The House Committee on Small Business Reports Seven Bills Favorably to the House

WASHINGTON, D.C. – Today, Congressman Roger Williams (TX-25), Chairman of the House Committee on Small Business, led a full Committee markup where all seven bills considered were passed by the Committee. Chairman Williams issued the following statement after today’s markup.

“This Committee’s job is to foster an environment that allows entrepreneurs to expand their business and invest in their communities,” said Chairman Williams. “In today’s markup, the Committee passed legislation that would do just that. From expanding access to AI and capital to strengthening oversight and tackling burdensome regulations, we are ensuring small businesses have the resources and knowledge they need to remain at the forefront of American innovation and our economy.”

H.R. 5763: “Main Street Parity Act” — introduced by Rep. Williams (R-TX).

·         The bill brings parity to all industries in the Small Business Administration (SBA) 504 loan program by eliminating the five percent equity requirement for limited or single-purpose properties.

H.R. 5788: “504 Program Risk Oversight Act” — introduced by Rep. Tran (D-CA).

·         The bill requires the SBA to conduct annual risk assessments of the 504 loan portfolio and provide the report to Congress.

H.R. 3496: “Northern Mariana Islands Small Business Access Act” — introduced by Rep. King-Hinds (R-CNMI).

·         The bill would allow inclusion of the Northern Mariana Islands into the SBA Microloan Program, which offers funds to intermediary lenders to provide loans to help small businesses start and expand.

H.R. 5764: “AI for Main Street Act” — introduced by Rep. Alford (R-MO).

·         The bill requires SBA-funded Small Business Development Centers (SBDCs) to help small businesses adopt Artificial Intelligence (AI) into their business operations through counseling and training to entrepreneurs.

H.R. 5784: “Artificial Intelligence Wisdom for Innovative Small Enterprises (AI-WISE) Act” — introduced by Rep. Scholten (D-MI)

·         The bill requires the SBA to provide educational AI resources that small businesses can easily access.

H.R. 5778: “Improving SBA Engagement on Employee Ownership Act” — introduced by Rep. McIver (R-NJ).

·         The bill builds on previous efforts to ensure that the SBA can serve as a voice in the interest of small businesses when agencies are making decisions that impact employee-owned businesses.

H.R. 4305: “Destroying Unnecessary, Misaligned, and Prohibitive (DUMP) Red Tape Act of 2025” — introduced by Rep. Wied (R-WI).

·         The bill codifies the efforts of President Trump and the SBA Office of Advocacy to establish a “Red Tape Hotline” where small businesses can report excessive regulatory burdens.
