House Committee on Small Business Reports Nine Bills Favorably to the House

WASHINGTON, D.C. – Today, Congressman Roger Williams (TX-25), Chairman of the House Committee on Small Business, led a full Committee markup where the Committee reported nine bills favorably to the House. Chairman Williams issued the following statement after today’s markup.

 

"Today, the Committee sent nine bipartisan bills to the House floor, building on the 39 small business bills the House has already passed this year," said Chairman Williams. "These bills will strengthen accountability at the SBA, expand access to capital, support American manufacturing, and give entrepreneurs the tools they need to succeed. I'm proud of the work behind them, and I look forward to building on this momentum to empower small businesses across the country."

H.R. 10329: “Combating Foreign Threats to Main Street Act of 2026” — introduced by Chairman Williams (R-TX) and Rep. Tran (D-CA)

  • This bill directs the U.S. Small Business Administration (SBA), in coordination with relevant federal agencies, to develop and disseminate educational materials to help small businesses identify and address threats from foreign adversaries.

H.R. 4615: “Small Business Payment for Performance Act of 2025” — introduced by Reps. Stauber (R-MN) and Scholten (D-MI)

  • This bill requires federal agencies to make an interim partial payment of at least 50 percent of estimated costs when the federal government changes the specification of a construction project mid-construction. This accelerated payment schedule would help ensure small businesses receive payment sooner when government-directed changes increase a project’s cost.

H.R. 10238: “Cybersecurity for Small Businesses Act of 2026” — introduced by Reps.

Wied (R-WI), Van Duyne (R-TX), Del. King-Hinds (R-CNMI), and Latimer (D-NY)

  • This bill requires the SBA to provide small businesses with resources to strengthen their cybersecurity infrastructure and promote cybersecurity best practices. This bill also requires the SBA to provide small businesses with compliance guidance regarding the Cybersecurity Maturity Model Certification (CMMC) program.

H.R. 9718: “Reshoring American Manufacturing Act of 2026”— introduced by Reps. Wied (R-WI), Van Duyne (R-TX), Ellzey (R-TX), and Olszewski (D-MD)

  • This bill codifies the SBA’s Make Onshoring Great Again Portal, which provides small businesses with information, contacts, and resources to support the onshoring of domestic manufacturing operations to the United States.

H.R. 10375: “504 Modernization and Small Manufacturer Enhancement Act” — introduced by Ranking Member Velázquez (D-NY) and Chairman Williams (R-TX)

  • This bill modernizes the SBA 504 lending program by expanding its mission to support workforce development, disaster recovery, and businesses with 10 or fewer employees. This bill updates the occupancy and leasing requirements to provide small businesses with greater flexibility in using their facilities. It also streamlines loan-closing procedures and clarifies that the “Credit Elsewhere" requirement does not apply to 504 loans.
